Carol Beth Martin is the Chief of Staff for the Justice and Public Safety Cabinet, and works closely with the Secretary of the Cabinet.  She began her career in government working as the Administrator/Human Resource Director for Grant County Fiscal Court in Northern Kentucky. 

Carol Beth received her M.P.A. from University of Kentucky’s Martin School of Public Policy and Administration and her B.A. in Political Science from the University of Kentucky in 1996.

General Counsel, Office of Legal Services

Vickie L. Wise serves as General Counsel for the Office of Legal Services, appointed by Secretary Brown in January 2008.  She has more than 20 years of law experience, most recently in the Office of the Kentucky Attorney General, where she served as Director of the Office of Victims Advocacy.  In that capacity, she supervised and oversaw the annual Victims Assistance Conference, which provides yearly victim advocacy training for approximately 400 attendees.  She also served as chair by proxy of the Child Sexual Abuse & Exploitation Prevention Board, which administers the Child Victims’ Trust Fund and provides grant funding to regional child sexual abuse prevention programs, and she oversaw and supervised the toll-free Crime Victim Information line and Appellate Notification Program.

 

In other roles with the Attorney General’s office, she served as Director of the General Administration and Support Division, and was an Assistant Attorney General in the Criminal Appellate Division.
 
Vickie received her Juris Doctor from the University of Kentucky, and Bachelor’s Degrees in Political Science and Economics from Murray State University.

 

Executive Director, Office of State Medical Examiner

Mike Wilder, a licensed funeral director and embalmer with more than 38 years of experience, was appointed Executive Director of the Kentucky Medical Examiners Office in January 2008.  He is responsible for the day-to-day operations of the Commonwealth’s four regional offices.

 

Mike has an extensive background as a death investigator.  An original member of the Kentucky Coroners/Medical Examiners Response Team, he has been involved with investigations of mass casualties in Kentucky for more than two decades.  Most recently, he served on the response team for the Comair Flight 5191 airline disaster that claimed 49 lives, and was a part of response teams for the Air Canada plane fire in Northern Kentucky in 1982, the Carrollton bus accident in 1989, and the UK helicopter crash in Breathitt County in 1999.  He also served as on-scene coordinator for the team deployed to New Orleans to recover victims of Hurricane Katrina in 2005. 

 

Mr. Wilder is a certified “Master Coroner,” the highest certification that a death investigator can obtain in Kentucky.  In 2000, Mr. Wilder received the “Wolf Award,” named in memory of Dr. David Wolf, the late Forensic Anthropologist in Kentucky.

 

Executive Director, Office of Drug Control Policy

Bill Patrick was appointed Executive Director of the Kentucky Office of Drug Control Policy in August of 2007.  His background in government and private business reflects extraordinary experiences and accomplishments.  He has more than three decades of direct involvement in local, state and national affairs.  A native of Powell County, Bill holds the distinction of being the youngest Kentuckian ever elected to the office of County Judge/Executive.  He was elected in 1981 at the age of 25 and won a second term in 1985.

Since then, Bill has served in appointed positions in state government under the administrations of four Kentucky governors.  These appointments include the commissioner of Governors Office of Local Government and Assistant Kentucky State Treasurer, as well as posts within the Departments of Transportation and Agriculture.

Gregg Muravchick began his career in Kentucky law enforcement in 1978 with the Frankfort Police Department, later joining the Kentucky State Police.  He is a graduate of the Southern Police Institute from the University of Louisville. 

Following his career with KSP, he served the local community for five years with the Franklin County Sheriff’s Office as the operations commander and coordinator for the Schools Resource Officer’s program.  In that role he developed a “mini boot camp” for high risk middle school students and worked with various programs in the community.

He is now retired from law enforcement with 30 years experience, and a wide array of knowledge and experience in case investigations, supervision and command.  Throughout his career with KSP, his interests has always been in community involvement through law enforcement, numerous community activities, and good personal relationships and roots within the community.

 

Executive Director, Office of the Parole Board

Charles A. Wilkerson

A native of Franklin County, Charles Wilkerson received his bachelor’s degree in business administration from Hanover College in 1991 and was appointed Executive Director of the Kentucky Parole Board in October of 2006.  Charles possesses years of experience in administration and staff management, marketing and financial analysis.  He has been employed by BellSouth, Farmers Bank & Capital Trust and Fifth Third Bank. 

He is a former chairman of the PUSH Early Childhood Development Center and participated in the center's annual Celebrity Waiters Dinner.  In addition, he has served as a member of several committees within the Franklin County United Way, and now serves on various wildlife conservation committees. 

Mr. Wilkerson is a member of the American Correctional Association, Southern States Correctional Association, Association of Paroling Authorities International, Kentucky Council on Criminal and Delinquency and Correctional Accreditation Managers Association.  He and his family attend Buck Run Baptist Church.

Executive Director, Office of Legislative & Intergovernmental Services

Brooke Parker

Brooke Parker was appointed Executive Director for the Office of Legislative and Intergovernmental Services by Secretary Brown in December 2007.  The role focuses on developing, implementing and coordinating policy and legislative initiatives among various departments of the Justice and Public Safety Cabinet, other criminal justice agencies, and all of state government.

 

Prior to her appointment within the Justice Cabinet, Brooke served as Assistant State Treasurer and Chief of Staff for the Kentucky State Treasurer, responsible for the day-to-day management of the Treasurer’s office, including General Administration & Support, Disbursements & Accounting, and Unclaimed Property Division.  She oversaw a staff of 35 employees, and managed a more than $3 million annual budget.

 

In addition, she is a former Deputy Policy & Communications Director for the Treasurer’s Office, serving as an advisor for investment and banking operations, legislative, unclaimed property and information systems divisions.  She holds a bachelor’s degree in political science from the University of Kentucky.
