Board Members

Caroline W. Mudd, Parole Board Chair

A resident of Lebanon, Caroline Mudd retired as Warden from CCA/Marion Adjustment Center after a 20-year career in corrections. She is a graduate of Campbellsville University, where she received a Bachelor of Science degree with a major in History and a minor in Criminal Justice. She is active in her community and has served on various boards and committees, including Centre Square Committee and Marion County Public Library Board of Trustees. 

Ms. Mudd was appointed to serve as Chair of the Kentucky Parole Board effective July 1, 2008.

Doug Gibson

Parole Board Member

Doug Gibson is a resident of Elizabethtown and received a B.S. degree from Western Kentucky University in 1972. He served as a Probation and Parole officer in the Elizabethtown, Danville and Lexington Parole offices for 5 years. Mr. Gibson worked with the Brown and Williamson Corporation for 18 years before joining the Kent Gibson Realty Company in Elizabethtown. Mr. Gibson became a full time member of the Parole Board on December 1, 2004.

Patricia Turpin
Joey Stanton

Parole Board Member

A resident of Grayson County, Joey Stanton was employed at the Grayson County Jail for 28 years, 23 years of which he served as the elected Jailer.  Mr. Stanton has received professional training from the National Institute of Corrections, the American Corrections Association and the American Jail Association.  He also served as the Director of E-911 for Grayson County for 4 years, and is a past president of the Kentucky Jailer’s Association. 

Mr. Stanton became a full-time member of the Parole Board on December 1, 2006.

Charles Massarone

Chuck Massarone, Parole Board memberParole Board Member

A graduate of Criminal Justice Training at Eastern Kentucky University, Mr. Massarone's experience in criminal justice began in 1981 as a correctional officer and law enforcement officer.  He has served on various boards and commissioners throughout the Commonwealth.

Mr. Massarone became a full time member of the Parole Board on December 1, 2007.

Verman Winburn

Verman Winburn, Parole Board member, 2009Parole Board Member

A resident of Shelby County, Verman Ray Winburn is a graduate of Eastern Kentucky University with a B.S. in Police Administration and a minor in Corrections.

He has served as a Corrections Officer, Probation and Parole Officer/District Supervisor and a member of the Kentucky Parole Board prior to retirement in August 2008.

Larry Chandler

Larry Chandler, Parole Board memberParole Board Member

Larry Chandler is a resident of Oldham County where he retired after 26 years with the Kentucky Department of Corrections.  He holds a B.S. and M.S. in Justice Administration from the University of Louisville and a M.S. in Management from Brescia University in Owensboro, Ky.

Mr. Chandler is also a member of several professional organizations.  He was appointed to the Parole Board on April 2, 2009.

Jeanetta Lee Massey

Part-time Parole Board Member

A resident of Louisville, Kentucky, who grew up in McLean County, Kentucky. Ms. Massey is a graduate of Murray State University. She has worked for the Kentucky Department of Corrections as a corrections officer, assistant unit manager, and case manager at KCIW and KSR for 23 years Ms. Massey has taught correctional officers in both Kentucky and Florida before being appointed as a part time member of the Kentucky Parole Board on December 1, 2004.

 

Michael Grugin

Part-time Parole Board Member

Mr. Grugin is a resident of Frankfort and received a B.S. degree in Law Enforcement from Eastern Kentucky University.  He held several positions with the Kentucky Department of Corrections before leaving to pursue a successful business career.  He owned and operated Grugin Enterprises until its sale in 1998.  Since that time he has provided business development and loss prevention consulting for numerous clients.  Mr. Grugin was appointed a part-time member of the Parole Board on July 1, 2006.
