Board Members

Bridgett Skaggs Brown was appointed Parole Board Chairman December 10, 2007 after serving as Commissioner of the Department of Juvenile Justice.  Previous to her entry into state government, Ms. Brown worked 20 years in the Louisville Police Department retiring at the rank of Colonel and serving in the capacity of Deputy Police Chief. 

Bridget graduated with honors from the University of Louisville receiving a Bachelor of Science Degree in Police Administration in 1981 and a Master of Science Degree in Justice Administration in 1989.

Parole Board Member

Mr. Gibson is a resident of Elizabethtown and received a B.S. degree from Western Kentucky University in 1972. He was as a Probation and Parole officer in the Elizabethtown, Danville, and Lexington Parole offices for 5 years. Mr. Gibson worked with the Brown and Williamson Corporation for 18 years before joining the Kent Gibson Realty Company in Elizabethtown. Mr. Gibson became a full time member of the Parole Board on December 1 2004.

Parole Board Member

A graduate of Western Kentucky University with an undergraduate degree in Business Administration (BS) and graduate degrees in Public Administration (MS) and Counselor Education (EdS), his experience in criminal justice began in1974 as Kentucky State Probation and Parole Officer. 

In 1976 he began 27 years service to the US District Court for the Western District of Kentucky as a United States Probation Officer, retiring from federal service in January 2004.  He served one year as a part-time parole board member before being appointed to a full time position on July 1, 2006.

Parole Board Member

A resident of Grayson County, Mr. Stanton was employed at the Grayson County Jail for 28 years of which, 23 years he was the elected Jailer.  Mr. Stanton has received professional training from the National Institute of Corrections, the American Corrections Association and the American Jail Association.  He also served as the Director of E-911 for Grayson County for 4 years.  He served as the President of the Kentucky Jailer’s Association.  Mr. Stanton became a full-time member of the Parole Board on December 1, 2006.

Residing in Simpsonville, Mr. Winburn is a graduate of Eastern Kentucky State University and majored in Police Administration and minored in Adult corrections. He has served as a state probation/parole officer, a federal corrections officer, Director of Inmate Literacy for Jefferson County Corrections, and the District Supervisor for the Jefferson County Probation and Parole office.

A resident of Lexington, Kentucky.  She is a retired Deputy Warden of Kentucky’s Department of Corrections and received her undergraduate degrees from Eastern Kentucky University and graduate degree from Kentucky State University.  Other accomplishments include ACA (American Accreditation Association) Auditor, Program and Security Review Auditor for the state of Kentucky, Correctional Consultant, Adjunct Professor at Kentucky State University and Vietnam Era Veteran.  Patricia was appointed as a full time member of the Kentucky Parole Board on July 1, 2006.

Part-time Parole Board Member

Mr. Grugin is a resident of Frankfort and received a B.S. degree in Law Enforcement from Eastern Kentucky University.  He held several positions with the Kentucky Department of Corrections before leaving to pursue a successful business career.  He owned and operated Grugin Enterprises until its sale in 1998.  Since that time he has provided business development and loss prevention consulting for numerous clients.  Mr. Grugin a part-time member of the Parole Board on July 1, 2006.

Part-time Parole Board Member

A resident of Louisville, Kentucky, who grew up in McLean County, Kentucky. Ms. Massey is a graduate of Murray State University. She has worked for the Kentucky Department of Corrections as a corrections officer, assistant unit manager, and case manager at KCIW and KSR for 23 years Ms. Massey has taught correctional officers in both Kentucky and Florida before being appointed as a part time member of the Kentucky Parole Board on December 1, 2004.
