Executive Director, John Moberly

John Moberly was appointed to the Kentucky Law Enforcement Council as the Executive Director on July 1, 2020. He has spent over 28 years in law enforcement, beginning his career with the Kentucky State Police in 1991 and retiring as a Lieutenant and Branch Commander in 2015. Additionally, he has served as the Commissioner for the Department of Criminal Investigations and the Inspector General for the Kentucky Finance and Administration Cabinet. He is a graduate of Kentucky State University, with a Bachelor’s Degree in Criminal Justice, and received his Law Enforcement Instructor Certification in 2008 from the Kentucky Law Enforcement Council. Director Moberly has since created curriculum and taught courses that include a variety of subject matter, including: sexual assault, victim support, human trafficking, supervision, internet crimes, executive protection, officer patrol, work place violence, and community oriented policing.

Director Moberly has served on national, state and local committees including: the SEARCH Consortium Board, National Governors Security Association Board, Kentucky Law Enforcement Council, multiple 911 Boards, Kentucky’s Law Enforcement Human Trafficking Council, Kentucky Human Trafficking Task Force, National Human Trafficking Hotline Representative, Sexual Assault Kit Initiative, and the Refuge for Women Board. He is married to his wife, Jennifer, an elementary school teacher. They have two children and are members of Northeast Christian Church in Louisville.
