Motorcycle Safety Education Commission & Program

As specified in KRS 15A.350, the Justice and Public Safety Cabinet oversees a motorcycle safety education program that provides instructor and student rider training courses, instructor approval, and rider certifications through multiple local site providers throughout the Commonwealth.  Program activities are currently managed by a state university, with guidance from the Motorcycle Safety Education Commission.   Activities meet or exceed established national standards for motorcycle rider training courses prescribed by the Motorcycle Safety Foundation.
 
In addition, the program may provide:
 
  • Activities to increase the awareness of a motorcyclist's knowledge of the effects of alcohol and drug use; 
  • Driver improvement efforts;
  • Licensing improvement efforts;
  • Program promotion activities;
  • Enhancement of the public's awareness of motorcycles; and 
  • Enhancement of motorcycle safety through education.

 

Special Advisory
The Motorcycle Safety Commission has decided to take the program in a new direction for the 2018 season and will no longer be administered through Eastern Kentucky University. The Motorcycle Safety Program, through the Justice and Public Safety Cabinet, is working through the Request for Proposal process to establish a contract with new vendors. The Cabinet released RFP's and the period to accept proposals has closed. Per the RFP process, proposals are currently being reviewed and scored with a projected award date for contracts in March. While we do no yet have a confirmed opening date for the rider season to begin, we anticipate the ability to have a full season. We understand that taking the program in a new direction raises many questions. We hop to have this process complete in the near future. Per KRS, 15A.362, the Motorcycle Safety Education Commission is composed of seven (7) members, appointed as follows:
 
(a) One (1) representative of the Department of Kentucky State Police, appointed by the Governor;
 
(b) One (1) representative of the Transportation Cabinet's Division of Driver Licensing, appointed by the Governor;
 
(c) One (1) instructor in the motorcycle safety education program, appointed by the Governor;
 
(d) Two (2) members of the Kentucky Motorcycle Association, to be appointed by the Governor from a list of five (5) nominees selected by the association;
 
(e) One (1) member appointed by the Governor from a list of three (3) nominees selected by the President of the Senate; and
 
(f) One (1) member appointed by the Governor from a list of three (3) nominees selected by the Speaker of the House of Representatives.
 
(3) Members of the Motorcycle Safety Education Commission shall serve a term of four (4) years. Sitting members shall be eligible to succeed themselves.

KY Motorcycle Safety Education Commission

Meetings are held the second Monday of the third month of each quarter, unless otherwise noted.
 
Meetings begin at 10 a.m. in the First Floor Conference Room of the Justice and Public Safety Building, 125 Holmes Street, Frankfort, KY
