​​​KRS 15.383 states the requirement for peace officers to annually meet their marksmanship qualification for the Kentucky Law Enforcement Council.

• Marksmanship Form 68-3 – Application for Training Record - 1 Page or Form 68-3 - Application for Training Record - Multiple Pages must be completed to document the annual qualification and submitted to the Kentucky Law Enforcement Council annually.

KRS 237.140 documents the requirements of the firearms instructor who must administer the firearms marksmanship qualifications.

Requirements for submission of FIREARMS QUALIFICATION FORM 68-3:

• Qualifications from 2024 forward are entered by the qualifying agency in LETRS. Previous years submissions need to follow the below protocols.
  

• KLEC will only record qualifications one time, per person, per year.

• ​​​​​Multiple qualification dates submitted per person, WILL NOT be processed.

• The form MUST be TYPED. Handwritten forms will be returned.

• Type the name of the person as it is in Acadis. Don’t use nicknames or middle names.

• SSN is REQUIRED for form submission.

• Only Peace Officers and Court Security Officers are recorded.

• Email to KLECS@ky.gov.

• Submit the form once a group has been qualified.

• DO NOT wait until your entire agency is complete to submitting the form.​
