Todd Kelley

Chief Todd Kelley joined the Ashland Police Department in 1987. He served the Ashland Police Department as a Patrol Officer. He rose through the ranks as Sergeant, Lieutenant, Captain, Major, and Chief of Police in 2016.

He holds an Associate of Science Degree from Ashland Community and Technical College, a Bachelor of Arts Degree from Marshall University in Criminal Justice.  Chief Kelley is also a graduate of the following courses from the Department of Criminal Justice Training’s Kentucky Leadership Institute: School of Strategic Leadership (Class 1) and Criminal Justice Executive Development (Class 4).  

Chief Kelley is a certified law enforcement instructor through the Kentucky Law Enforcement Council. He also is an Adjunct Instructor for the University of Kentucky College of Engineering/Kentucky Transportation Center (T2 Program).  He serves on the Governor’s Executive Committee on Highway Safety and is an executive board member to the Kentucky Center for School Safety.  Chief Kelley currently is a board member of the Kentucky Association of Chiefs of Police and past recipient of Chief of the Year Award in 2019.

Locally, he serves on the board of directors for the Kentucky Agency for Substance Abuse Policy (KY-ASAP).  He is a graduate of the Ashland Alliance Community Leadership Program. Chief Kelley serves on the Instructor Certification Committee.
