​​​​​​Statement From The Parole Board on Ronald Exantus

On Nov. 20, the Kentucky Parole Board conducted a file review on Ronald Exantus and revoked his Mandatory Reentry Supervision, ordering he remain incarcerated. The Board's decision was released in writing. The decision comes after Exantus admitted to violating the conditions of his supervision. The Board determined per KRS 439.3106(1) that the offender's failure to comply with the conditions of supervision constituted a significant risk to prior victims or the community at large and the offender cannot be appropriately managed in the community.

Kentucky law required the Department of Corrections to release Exantus on Mandatory Reentry Supervision (KRS 439.3406) on Oct. 1, despite the Kentucky Parole Board recommending he stay incarcerated every time it was given the opportunity. 

Previously issued statements on the former release of Ronald Exantus:  
The Parole Board did not release Exantus on parole. Every time it had the opportunity, the Parole Board recommended Exantus stay in prison. A copy of those previous decisions can be found here.  

Despite this decision, Kentucky law required the Department of Corrections to release Exantus on Mandatory Reentry Supervision (KRS 439.3406) on Oct. 1.  

Per KRS 439.561, Exantus requested and was accepted by the state of Florida to serve his Mandatory Reentry Supervision there, in accordance with the Interstate Compact for Adult Offender Supervision. He was arrested in Marion County, Florida, on Oct. 12 for failing to register as a convicted felon, as outlined in his supervision conditions. A member of the Florida Commission on Offender Review held a probable cause hearing ordered Exantus to be transported back to Kentucky. Exantus returned to Kentucky on Oct. 29 and remains incarcerated at the Kentucky State Reformatory.  

In 2018, a jury found Exantus guilty but mentally ill on two counts of second-degree assault, and one count of fourth-degree assault. Additional information pertaining be found on the Kentucky Offender Online Lookup: http://kool.corrections.ky.gov/

The Kentucky Parole Board conducts parole eligibility hearings for persons confined in any adult state penal or correctional facility or sentenced felons incarcerated in county jails who are eligible for parole. The Board also conducts parole eligibility hearings for youthful offenders.

KRS 439.330 Duties of Board

The board shall:
  • ​Study the case histories of persons eligible for parole, and deliberate on that record;
  • Conduct reviews and hearings on the desirability of granting parole;
  • Impose upon the parolee or conditional releasee such conditions as it sees fit;
  • Order the granting of parole;
  • Issue warrants for persons charged with violations of parole and post incarceration supervision and conduct hearings on such charges, subject to the provisions of KRS 439.341, 532.043, and 532.400;
  • Determine the period of supervision for parolees, which period may be subject to extension or reduction after recommendation of the cabinet is received and considered;
  • Grant final discharge to parolees
