The decisions of the Kentucky Parole Board are governed by the following public policies and procedures, which have been adopted in accordance with the requirements of the Kentucky Administrative Procedures Act, KRS Chapter 13A, and are incorporated by reference at 501 KAR 1:080:

10-00 Parole Board Hearing Process


Regulations Filed

501 KAR 1:030. Determining Parole Eligibility. An amendment to this administrative regulation was filed on February 23, 2026. The administrative regulation amendment amends provisions related to when certain classes of offenders are first eligible for parole. The amendment brings the regulation into conformity with the current statutes relating to parole eligibility. The regulation may be accessed at https://legislature.ky.gov/Law/kar/Pages/default.aspx. A public hearing on this administrative regulation amendment will be held Tuesday, May 26, 2026, at 9:00 a.m. at the Justice and Public Safety Cabinet, 125 Holmes Street, Frankfort, Kentucky 40601. Individuals interested in being heard at this hearing shall notify this agency in writing by five workdays prior to the hearing, of their intent to attend. If no notification of intent to attend the hearing is received by that date, the hearing may be canceled. This hearing is open to the public. Any person who wishes to be heard will be given an opportunity to comment on the proposed administrative regulation. A transcript of the public hearing will not be made unless a written request for a transcript is made. If you do not wish to be heard at the public hearing, you may submit written comments on the proposed administrative regulation. Written comments shall be accepted until May 31, 2026. Send written notification of intent to be heard at the public hearing or written comments on the proposed administrative regulation to the contact person.
