Kathryn Reed was promoted to Program Investigator Supervisor of the EEO/Employee Relations Branch in August 2025. In this role, she oversees the investigative functions and staff for the Branch and coordinates efforts for departments and agencies within the Cabinet to ensure complaints and investigations are managed to the highest standard. Kathryn joined the Cabinet in March 2018 as a Program Investigator in the Internal Investigations Branch, where she nurtured her passion for Equal Employment Opportunity and learned all she could about the Federal, State, and Cabinet's efforts.
Kathryn brings over 25 years of investigative experience to the Cabinet. Her investigative career started in June 1997 with the Kentucky Office of Attorney General as an investigator. Her first endeavors were with the Medicaid Fraud and Abuse Unit before moving into the Public Corruption Unit and then the Computer Crimes Unit, working not only as an investigator but as a computer forensic examiner before retiring in August 2017. While with the Attorney General's Office, Kathryn collaborated with federal, state, and local partners to advance the Commonwealth's goals.
Kathryn is a 1995 graduate of Kentucky State University with a bachelor's degree in criminal justice.

Tina Goode

Tina Goode currently serves the Department of Criminal Justice Training as a Human Resource Branch Manager. She began her career at the agency in 2017 as Human Resources Branch Manager.
Goode has served as a Justice and Public Safety Cabinet employee for nearly 30 years, and has devoted her career to advising the Cabinet in personnel matters. Prior to DOCJT, she spent 20 plus years working within the Office of Management and Administrative Services, moving up the ranks from personnel administrator/personnel management specialist to Executive Staff Assistant. Goode served as Deputy Chief of Staff for Justice Cabinet Secretary John Tilley before joining DOCJT.
Goode's career with the Commonwealth of Kentucky began in 1989 when she joined the Kentucky Department of Corrections' Probation and Parole Office in Lawrenceburg. She has served in many positions throughout her career, all with the Justice and Public Safety Cabinet. In all the positions she has served, human resources and payroll have been her main responsibility.
Goode holds an associate's degree in business administration from Sullivan University. She has one daughter, Emma Thompson.

Kristie Stivers has served the Commonwealth of Kentucky for more than 20 years, dedicating nearly her entire state career to the Justice and Public Safety Cabinet. She currently serves as the Human Resources Branch Manager for the Department of Public Advocacy, a role she has held since 2022, where she oversees human resources operations and supports the agency's mission of providing quality legal representation to Kentuckians.
A longtime resident of Lawrenceburg, Kristie is proud to serve the Commonwealth while remaining active in her local community. She and her husband have two children and enjoy spending time with family outside of work.
